Construction in 2027: where does your next contract begin?

From funded investment to a works tender: what to follow and how to prepare your business.

Look beyond announced budgets

An announced investment is the start of research. An accessible contract takes shape when you establish who is buying, what works are required, the project stage and the participation conditions. Follow funded projects alongside published procurement procedures so you can allocate bidding resources in advance. Approved funding, completed design and a published tender are different stages.

A concrete signal from education

In September 2026, ADR Vest announced 131 contracted projects for educational infrastructure, worth EUR 276 million in total. This is a starting point for monitoring investments in the region. Identify the beneficiaries and the procurement for each project: design, works, installations or equipment. The number of funded projects does not indicate how many contracts remain available or when they will be launched.

Check the funding behind work continuing in 2027

According to the European Commission's RRF Annual Report 2026, milestones and targets had to be completed by 31 August 2026, while the deadline for the Commission's final payments is 31 December 2026. For works continuing in 2027, check the current funding source and the beneficiary's documents. A reference to the PNRR in a project's history does not, by itself, explain how its continuation will be financed.

Select opportunities your business can deliver

Review the investment stage, technical fit, bidding capacity and delivery capacity. Consider published tenders and contracts already awarded, relevant experience, available staff, partners, equipment, supplies and cash needs. Keep separate lists for procedures you can enter now, investments in preparation and projects requiring partners. Update them regularly.

Prepare before the tender appears

Centralise relevant experience, confirm specialist availability and discuss roles with installation and specialist works partners. Set an internal calendar for analysing documents and approving participation. For each procedure, check the actual requirements and published clarifications. APEX CONSULTING TENDER can support opportunity selection, bid preparation and the evaluation stage.

Sources and context

Sources are available in their original language. Values are estimates excluding VAT. Consult the procedure documents and published clarifications before participating; statuses are not synchronised automatically.
