The document checklist starts with the procedure
We review the procurement data sheet, forms and published clarifications. We distinguish submission requirements from supporting documents requested at the stages specified in the procedure. We establish who provides each document and which information must be confirmed before completion.
- DUAE / ESPD and declarations required by the tender documents.
- Powers of attorney and representation documents.
- Documents and agreements for a consortium, subcontracting or reliance on another entity, as applicable.
- Bid security and related documents where required.
Completing DUAE using actual information
DUAE answers must reflect the participant’s circumstances and applicable requirements. We check identification details, declared capacities and available evidence. If a requirement relies on another participant, their role and information must be reviewed together with the bid documents, rather than merely mentioned informally.
Consortium members, subcontractors and supporting entities
These participants have different roles, and their documents are prepared according to their actual involvement and the procedure’s requirements. Agreements, activity allocations and declarations must use the same information as the technical and financial bids. We need each company’s information and confirmed roles before drafting.
Organising the file for submission
We prepare a checklist and file structure so documents can be traced. We check the procedure name, lots, company details, annexes and documents requiring signatures. Uploading support is agreed according to authorised access and the responsibilities established with the bidder.
- Tender documents and notice reference.
- Company and legal representative details.
- Information on experience, certifications, personnel and equipment.
- Agreements and details of other participants, where applicable.
Frequently asked questions
Does DUAE replace the entire bid?
No. DUAE is one component of participation documents. The technical and financial proposals and other required documents must be handled according to the tender documents.
Can you prepare files for several companies in a consortium?
Yes. We need each company’s information, the agreed roles and the tender documents to organise their document sets.
