Preparation and review of construction tender cost estimates

Cost estimates show how the price of the proposed works is built up. APEX supports the preparation of tender cost estimates, checks bills of quantities and aligns them with financial forms and the technical proposal. Our starting point is the published tender documents and cost data supplied by the company.

What we check in bills of quantities

The first review concerns coverage of the works: assets, work categories, items, quantities and units. We compare available documents to identify missing items, unclear descriptions or inconsistencies requiring clarification. Differences between documents are flagged before bidding; we do not invent quantities to fill gaps.

  • Items and quantities required in the bills.
  • Material, labour, machinery and transport resources according to the estimate structure.
  • Summaries and totals for assets or categories of works.
  • Separation of works and equipment according to the procedure’s forms.

Tender estimate, investment budget and equipment sheets

A tender cost estimate details the costs of the works proposed by the bidder. The general investment budget, or deviz general, presents the investment structure and must be examined against the documents received; it is not automatically identical to the bid value. Forms F4 and F5, where required, are handled according to their role in the documents and aligned with the proposed equipment and technical data sheets.

What we need to prepare cost estimates

Send the complete quantity lists in the available format, the technical design and clarifications that change or explain the requirements. Costs require actual data from the bidder and suppliers. If estimates already exist, we review them against the authority’s documents.

  • Bills of quantities, required forms and summaries.
  • Available written design documents, drawings and technical specifications.
  • Prices for materials, equipment, labour, machinery and transport.
  • Allocation of works among the bidder, consortium members and subcontractors.

Aligning estimates with the proposed execution

We check that works and equipment in the estimates appear consistently in the technical bid and schedule. The value schedule follows cost distribution according to planned activities, without confusing execution with a contractual advance. The delivery format is agreed according to the procedure’s requirements and available working files.
